		<description><![CDATA[Whoa, brother...I don&#039;t know who&#039;s blowing smoke up your @$$, but the highest enlsited paygrade you&#039;ll get with a college degree is E3 - still a puke. No one (except for a few professional musicians who don&#039;t really count) comes in as an NCO. But, you could apply for an Officer Commission (O1, no exceptions unless you&#039;re a doctor or lawyer). Best of luck - a Navy E-5(Petty Officer Second Class) ]]></description>
