South Florida essentially subsidizes smaller parts of the state which have a low tax base but still need basic services like fire departments and schools.

This is why the slot machines that were installed at the race tracks down here were such a debate. They generate a lot of revenue but there was no guarantee that the revenue was going to stay in South Florida.
